The Louisiana Business & Technology Center (LBTC), an integral part of the E.J. The Small Business Innovation Research (SBIR) program is a competitive grant program for small business concerns to engage in research and development that has the potential for commercialization. Phase I awards are up to $100,000, and Phase II awards are up to $750,000. The Federal program funds approximately $2.3 Billion annually for early stage research and development efforts of a high-risk nature that may have excellent commercial potential.

The mission of the Louisiana Small Business Development Centers (SBDCs) is to enhance the economic well being of the citizens of Louisiana by providing comprehensive, high-quality assistance to existing and potential small businesses. The Louisiana Small Business Development Center provides low- or no-cost guidance and training for small business owners and potential owners. Part of a statewide network supported by the U.S. Small Business Administration (SBA), Louisiana Economic Development and the host universities, the LSBDC serves Louisiana businesses through confidential counseling, group training, and business information resources.

SCORE Baton Rouge is a nonprofit association providing free and confidential business counseling tailored to meet the needs of small business and their personal objectives. The Urban Entrepreneur Partnership (UEP) is a public-private initiative launched by President Bush in October 2004, and a Gulf Coast UEP office opened in Baton Rouge in Fall 2006. The Baton Rouge UEP office provides coaching and training to entrepreneurs, especially minorities, to assist them in gaining the skills and understanding they need to grow their businesses, including educating them to be better prepared to win rebuilding contracts from government agencies and private sector corporations.

The Regional Innovation Organization (RIO) was launched to significantly advance regional economic development capibilities through the cultivation and acceleration of innovation, entrepreneurism, and a thriving entrepreneurial ecosystem for the Capital Region of Louisiana. RIO is a direct initiative of the Baton Rouge Area Chamber's (BRAC) Creative Capital of the South campaign. RIO's primary funding comes from the Research Park Corporation, which is the parent company of the Louisiana Technology Park.
